Criminals produced forged documents that gave men of draft age grounds for unhindered border crossing, and facilitated illegal transportation outside Ukraine. They charged about $1,000 per person for their services.
As determined by the operatives of the Migration Police Department, together with the investigators of the Department of Investigation of Particularly Serious Crimes of the Investigative Department of the Police of Lviv Oblast and operatives of the 7th Carpathian Border Detachment, under the procedural guidance of the Lviv Regional Prosecutor’s Office, three residents of Volyn Oblast – a 38-year-old woman and two men aged 43 and 52 – organized the production of fictitious documents that give conscripted men grounds for avoiding mobilization in the Armed Forces and going abroad during martial law.
Law enforcement officers documented at least 24 episodes of forgery of documents and illegal transportation of conscripts across the state border of Ukraine.
The attackers estimated their “services” in the amount of about 1,000 thousand US dollars from one “client”.
During authorized searches at the residence of the perpetrators, law enforcement officers discovered and seized flash drives, draft records and other physical evidence of their involvement in the commission of offenses.
The investigators informed all three members of the criminal group that they are suspected of committing criminal offenses under Part 1 and Part 3 of Art. 358 (Forgery of documents, seals, stamps and forms, sale or use of forged documents, seals, stamps, committed repeatedly or with prior collusion by a group of persons) of the Criminal Code of Ukraine and Part 3 of Article 332 (Illegal transportation of persons across the state border of Ukraine) of the Criminal Code Code of Ukraine.
The maximum punishment provided by the sanctions of the articles is imprisonment for a term of seven to nine years with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years with confiscation of property.
The pre-trial investigation has been completed.
The indictments have been referred to the court.
