In Lviv Region, indictments have been submitted to court in a case concerning the unlawful receipt of monetary compensation for the purchase of housing totalling almost ₴2.6 million. This was reported by the Zolochiv District Prosecutor’s Office.
According to the investigation, a 49-year-old native of the district, who has the status of a person with a Group II disability as a result of the war and an internally displaced person, was simultaneously on the housing waiting list in two cities. In April 2024, he applied to Brody City Council for monetary compensation to purchase housing, after which the relevant committee approved the allocation of funds.
Already in November 2024, on the basis of a decision by Vinnytsia City Council, the man received an allocation order for a two-room flat in the city of Vinnytsia and was removed from the housing waiting list. Once he had been provided with housing, he lost the right to compensation; however, according to the prosecution, he deliberately failed to inform the social protection authority of this, submitting to Brody City Council only an extract regarding a change of registered place of residence.
A former member of the relevant committee of Brody City Council is charged with official negligence. He accepted from the applicant the extract on the change of registration, but did not verify the grounds for this change or the recipient’s financial circumstances, and simply added the document to the case file without identifying any signs of unlawful payments.
In August 2025, almost ₴2.6 million of budget funds were unlawfully transferred to the applicant’s special account, and he later used this money to purchase a flat in the city of Ternopil. This property has been seized, and the man himself has renounced his rights to the flat in Vinnytsia.
The official is charged with official negligence causing serious consequences (Part 2 of Article 367 of the Criminal Code of Ukraine), and the recipient of the compensation is charged with fraud on an especially large scale (Part 5 of Article 190 of the Criminal Code of Ukraine). The pre-trial investigation was conducted by investigators of Police Department No. 1 of the Zolochiv District Police Department of the Main Directorate of the National Police in Lviv Region, with operational support from the Zolochiv District Office of the Security Service of Ukraine in Lviv Region.
Pursuant to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and may not be subjected to criminal punishment until his or her guilt has been proven in accordance with the law and established by a guilty verdict of a court.
