In Lviv region, an indictment has been submitted to court against two residents of Sambir district, who are accused of organising the illegal transfer of men of conscription age across the state border of Ukraine for a monetary reward. This was reported by the Sambir District Prosecutor’s Office.

According to the investigation, a 28-year-old resident of a border district, together with a 27-year-old friend, having information about the specifics of border protection, set up a scheme for men to leave Ukraine outside official crossing points. One of the accused was responsible for finding those wishing to leave the country illegally, while the other handled the logistics to the border and escorted them to the border area.

The investigation established that in March-April 2026 one of the suspects found a Lviv resident who intended to leave Ukraine illegally and offered him such “services”. The cost of the transfer was set at 8,000 US dollars. The men agreed on the route, the procedure for crossing the border, and provided detailed instructions on the necessary items, movement through the area and subsequent actions already on the territory of Poland.

At the end of April, one of the accused organised the transport of the Lviv resident from Lviv to one of the villages of Sambir district near the border. On the way, he instructed him on the walking route through fields and forests, bypassing official crossing points. Law enforcement officers stopped this activity while the man was being transported to the border area, after which the suspects were detained under Article 208 of the Criminal Procedure Code of Ukraine. Both accused are currently in custody.

The pre-trial investigation was conducted by the Investigation Unit of Police Department No. 2 of the Sambir District Police Division of the Main Directorate of the National Police in Lviv region, with operational support from the Migration Police Department of the Main Directorate of the National Police in Lviv region and an operational unit of the 7th Border Carpathian Detachment of the State Border Guard Service of Ukraine. The actions of the accused have been classified under Part 3 of Article 332 of the Criminal Code of Ukraine as the illegal transfer of a person across the state border of Ukraine, committed by a group of persons by prior conspiracy and for profit.

Pursuant to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime until their guilt is proven in the manner prescribed by law and established by a guilty verdict of the court.
