Two residents of Lviv region organised illegal border crossing using the Shlyakh system

Under the procedural supervision of the Halych District Prosecutor’s Office of Lviv city, two residents of Lviv region were exposed and served a notice of suspicion. They are suspected of organising the illegal transfer of persons across the state border of Ukraine, as well as unauthorised alteration of information processed in automated systems by a person who has the right to access it (Part 2 of Article 332, Part 1 of Article 362 of the Criminal Code of Ukraine).

According to the investigation, the suspects organised a scheme for the illegal crossing of the state border by men liable for military service.

The defendants, being entrepreneurs and having the appropriate licence to carry out business activities in international freight transport by trucks, registered men of military age as drivers of vehicles. The latter were allegedly engaged in freight transport.

After that, the relevant information about the “drivers” was entered into the “Shlyakh” system, which gave them the right to travel abroad without hindrance.

It was documented that 29 people illegally crossed the border under this scheme and did not return to the territory of Ukraine.

Investigative actions are ongoing, all persons involved are being identified.

The pre-trial investigation is being carried out by investigators of the Lviv District Police Department No. 1 of the Main Directorate of the National Police in Lviv Oblast, with operational support from the Lviv Border Guard Detachment.

Note: In accordance with Article 62 of the Constitution of Ukraine, a person shall be presumed innocent of committing a crime and shall not be subjected to criminal punishment until his or her guilt is proved in accordance with the law and established by a court verdict of guilty.
