In Zakarpattia, a 29-year-old official from one of the territorial centres for recruitment and social support was fined 17,000 hryvnias for obstructing an inspection by a representative of the Ukrainian Parliament Commissioner for Human Rights. The incident occurred in April 2026.
The official unlawfully prevented the Ombudsman’s representative from conducting an inspection related to a possible violation of a citizen’s rights in the field of mobilisation. Prosecutors from the Zakarpattia specialised defence prosecution office in the Western region drew up an administrative protocol under part 2 of article 172-16 of the Code of Ukraine on Administrative Offences.
The court found the official guilty and imposed an administrative penalty in the form of a fine, which has already come into legal force.
