
The Lviv Regional and Drohobych District Prosecutor’s Offices have announced charges against three members of an organized group working at a hospital in the Drohobych region. They have been accused of abuse of power and fraud under Ukrainian law (Part 3 of Article 28 – Part 2 of Article 364, Part 3 of Article 27 – Part 5 of Article 190 of the Criminal Code of Ukraine). lviv.gp.gov.ua
The investigation found that from June to November 2023, the group carried out a scheme to illegally acquire funds from citizens and state funding under the medical guarantees program. The participants included the head of a hospital department, a urologist, and an accountant, who also managed a private medical company within the same hospital premises.
- Patients were referred to the private facility for paid services under the guise of the lack of state funding.
- The cost of services ranged from 3,000 to 40,000 UAH depending on the complexity of the operation.
- The funds were handed to the accountant in cash, part of which was transferred to the society’s account as consultation fees.
Subsequently, data about the operations were entered into the hospital system as free services, allowing the group to obtain state reimbursements through the National Health Service of Ukraine.
Approximately thirty such operations have been documented, causing state losses of over 400,000 UAH. The suspects have been removed from their positions during the investigation, which is being conducted by the Lviv region police in cooperation with the Security Service of Ukraine.
