
Prosecutors of the Lviv Regional Prosecutor’s Office have sent an indictment to the court against two Kyiv residents who planned an explosion in Lviv.
According to the investigation, in March 2025, the accused, in search of ‘easy money’ on Telegram, agreed to the proposal of an anonymous person. He offered 3,000 USD for delivering an alleged bag of money. By the employer’s direction, they traveled to Lviv, where they picked up the bag in a forested area at designated coordinates. The Kyiv citizens then checked into a hostel in the city center, where they discovered a homemade explosive device inside the bag. Realizing that the ‘anonymous’ was a representative of Russia, they deliberately continued to follow his instructions.
Specifically, according to the instructions, they purchased surveillance equipment and connected a detonator. As per the agreed plan, the accused were supposed to place the disguised explosive near a building of one of Lviv’s district police departments. However, thanks to the coordinated actions of law enforcement officers, the explosion was prevented, and the perpetrators were detained under Article 208 of the Criminal Procedure Code of Ukraine.
The actions of the accused are qualified under Part 2 of Article 111, Part 1 of Article 263 of the Criminal Code of Ukraine – treason and illegal handling of explosive devices. The pre-trial investigation was conducted by the Security Service of Ukraine in the Lviv region.
Note: According to Article 62 of the Constitution of Ukraine, a person is considered innocent of a crime and cannot be subjected to criminal punishment until their guilt is proven through due process and established by a court conviction.
