
In a flat on Kastelivka Street in Lviv, medics and police officers found two 11-month-old twin babies in a serious condition. Their 47-year-old father, who was intoxicated with alcohol, was notified of suspicion by law enforcement officers under the procedural guidance of the Frankivsk District Prosecutor’s Office.
It was established that on 24 June an emergency doctor contacted the police to report two young children in a critical condition in one of the flats on Kastelivka Street. An investigative team, juvenile police officers and other units of Lviv District Police Department No. 2 were dispatched to the scene.
In the dwelling, law enforcement officers found a 47-year-old man and his twin children – a boy and a girl aged 11 months. The boy had bruises and scratches on his back, the girl had bruises on her face and back, as well as a severe cough. The children were taken to hospital, where doctors, in addition to contusions, diagnosed both with poisoning by narcotic substances – cannabis and buprenorphine.
Investigators notified the father of suspicion of committing a criminal offence under Article 166 of the Criminal Code of Ukraine – wilful failure to perform duties of care for a child or a person under guardianship or care. The article provides for a penalty of restriction of liberty for a term of two to five years or imprisonment for the same term.
The pre-trial investigation is ongoing, and law enforcement officers are establishing all the circumstances of the incident. The children are currently under medical supervision.
It is also noted that in respect of the same man, in September last year an indictment was drawn up in criminal proceedings for leaving his young son in danger. On that occasion, he forgot a carrycot with the baby on the roof of a car and drove off, as a result of which the carrycot fell onto the roadside and the child sustained bodily injuries.
