In Lviv, court orders protection of Old Rus hillfort on the “High Castle”

In Lviv, a court has ordered the subsidiary enterprise “Park Vysokyi Zamok” of the municipal company “Zelenyi Lviv” to conclude a protection agreement for an archaeological monument of national significance – the “Hillfort of the Old Rus city of Lviv, 9th–13th centuries”, located within the Vysokyi Zamok park. This was reported by the Halytskyi District Prosecutor’s Office of Lviv.

This hillfort has exceptional historical status: in 2009, by a resolution of the Cabinet of Ministers of Ukraine, it was added to the State Register of Immovable Monuments of Ukraine, and in January 2024 the monument’s territory was defined by Lviv’s historical and architectural reference plan, approved by the Ministry of Culture.

Despite this status, the municipal enterprise had for a long time failed to sign a protection agreement. This document sets out the obligations for maintaining the site, defines responsibility for its preservation and is intended to prevent the destruction or damage of the cultural layer that contains important historical data.

The identified violations became grounds for the Halytskyi District Prosecutor’s Office of Lviv to apply to the court. The court agreed with the prosecutors’ arguments and fully upheld the claim, obliging the defendant to conclude a protection agreement for this archaeological monument.

Once the decision enters into legal force, measures must be taken to ensure its immediate implementation, in order to provide appropriate legal protection for the Old Rus hillfort on the “High Castle”.
