In Lviv, a court has ordered compulsory medical measures for a 32-year-old local resident who, in the summer of last year, attacked two teenagers with scissors in the Sykhiv district. This was reported by the Lviv Regional Prosecutor’s Office.
Under the ruling, the man will be admitted to a psychiatric care facility with enhanced supervision. Until the ruling comes into legal force, he will also remain in a psychiatric institution.
The incident occurred in mid-July last year during daylight hours in Sykhiv. Two teenagers saw a bloodied man on the railway tracks. When they came closer, he asked them to call the police, claiming that he had allegedly been bitten by a dog. The boy suggested calling some adults, after which the man lunged at him and held a pair of open office scissors to his neck, continuing to swear and insisting that they call the police.
The girl, the boy’s cousin, tried to push the attacker away and run, but the man caught up with her, knocked her to the ground and pressed the open scissors to her neck, and then stabbed her in the back area. Meanwhile, the boy managed to call his father. The parents, who were nearby, quickly ran over, pulled the attacker away from the child and restrained him until the police arrived.
Law enforcement officers detained the man under Article 208 of the Criminal Procedure Code of Ukraine, and the children were taken to a medical facility. As a result of the attack, the 12-year-old boy sustained abrasions to his chest, and his 13-year-old cousin suffered an open wound to the neck area, as well as abrasions and bruises on her face and body. After receiving medical care, both were discharged home that same evening.
The attacker turned out to be a local resident who, according to a forensic psychiatric expert, suffers from a severe mental disorder. According to his medical records, his mental disorder has persisted since 2016. The socially dangerous actions of the man fall under the elements of a criminal offence provided for in Part 4 of Article 296 of the Criminal Code of Ukraine — gross violation of public order motivated by a clear disregard for society, accompanied by exceptional cynicism and committed using an object specially adapted for inflicting bodily injuries.
