Under the guidance of the Lviv Specialized Defense Prosecutor’s Office for the Western Region, two individuals have been charged: a 44-year-old head of the reserve board of the Military Medical Commission (MMC) at a district recruitment center in Lviv and a 43-year-old conscript from Sokal district.
The MMC head is accused of receiving an unlawful benefit, while the conscript is charged with offering a bribe (Part 3, Article 368, and Part 3, Article 369 of the Criminal Code of Ukraine).
Evasion Scheme
According to investigators, the conscript approached the official seeking a falsified medical diagnosis in exchange for $2000.
As agreed, the MMC head was to issue a decision declaring the man temporarily unfit for military service due to health reasons. This would grant him a deferment from the draft during mobilization.
Arrest and Searches
Law enforcement documented the illegal transaction, leading to the official’s detention under Article 615 of the Criminal Procedure Code of Ukraine.
Searches of the official’s home and workplace uncovered:
- over $16,000,
- 7,000 UAH,
- a mobile phone,
- a seal,
- bank cards,
- other material evidence.
Next Steps
Prosecutors have submitted motions to the court seeking preventive measures for both suspects. Additionally, the dismissal of the MMC head from his position is under consideration.
Investigators are examining his connection to similar offenses and identifying potential accomplices. The pre-trial investigation is being conducted by the Main Directorate of the National Police in Lviv Oblast, supported by the Strategic Investigations Department.
