
A scheme of evasion from mobilization, organized by three doctors, has been uncovered in Lviv.
According to the investigation, three doctors who were members of one of the interdistrict MSEC in Lviv in 2022 organized an evasion scheme. For this purpose, they based on forged medical documents, prepared, signed, and certified with a seal examination reports, according to which patients were assigned the third group of disability. At the same time, the incapacity was recorded without the physical presence of individuals during the medical examination.
Among the patients who received fictitious disability, there were both men and women. It was also documented that documents of incapacity were obtained by two men of conscription age from one family on the same day. During the pre-trial investigation, it was found that from the beginning of the full-scale invasion until August 2022, commission members established fictitious disabilities for 56 people. Of these, 44 were men of conscription age and 12 were women aged between 38 and 55.
Subsequently, based on the fictitious documents issued by the suspects at different times, 35 conscripted individuals left Ukraine and did not return. Under the procedural guidance of the Frankivsk district prosecutor’s office of the city of Lviv, all three individuals who were members of the commission are suspected of facilitating illegal crossing of individuals over the state border of Ukraine and preparing and issuing an official document by an official knowingly false, committed by a group of persons (Part 3 Article 332, Part 1 Article 28 – Part 1 Article 366 of the Criminal Code of Ukraine).
Pre-trial investigation continues, the justification of the decisions made by these commission members regarding the establishment of disability groups for other individuals is being reviewed. To date, based on the verification of the medical documentation, the disability group for some individuals has been canceled. Information on other facts of using forged certificates, as well as individuals involved, is being verified.
