
In the Stryi Municipal Territorial Community, control over the conclusion of contracts for the collection of household waste is being tightened. By 1 October 2026, residents of the private sector, condominium associations (OSBB), businesses, institutions and organisations are required to formalise contracts with the service provider — TzOV “HrinEra Ukraina”.
The community emphasises that the absence of such a contract is a violation of the Rules for the Improvement of the Stryi MTC and contradicts the requirements of Ukrainian legislation. In particular, this concerns Article 31 of the Law of Ukraine “On Waste Management”, which places an obligation on household waste producers to conclude contracts with the service provider, as well as Article 25 of the Law of Ukraine “On Housing and Communal Services”, which obliges consumers to conclude a contract for the provision of household waste management services.
After 1 October 2026, in the absence of a contract or in the event of violations being identified, those responsible will be held administratively liable. Fines will be imposed in accordance with Article 152 of the Code of Ukraine on Administrative Offences (violation of improvement rules) and Article 82 of the Code of Ukraine on Administrative Offences (violation of requirements for waste management).
It is separately noted that in cases of illegal waste dumping, offenders will be identified and brought to justice within the framework of current legislation. Residents of the community are urged not to create illegal rubbish dumps and to take care of the cleanliness of the area, as clean towns and villages are a shared responsibility for everyone.
