Emergency alert system via mobile phones to be tested in Lviv region

From 9 to 13 November, a technical test of the rapid public information system using Cell Broadcast technology is scheduled in districts across Lviv region. The regional Civil Protection Department of the Lviv Regional State Administration reported on the planned testing.

Cell Broadcast is a technology that makes it possible to send alerts instantly to mobile phones within a defined coverage area. Messages are delivered in fractions of a second without overloading the mobile network, appear on top of all apps or the lock screen, and are accompanied by a loud, distinctive signal that can be heard even in “Silent” mode.

The system supports geotargeting: only owners of phones located in a specific district or locality receive the alerts. Subscriber numbers are not required for distribution, as all devices within range of the relevant masts receive the signal.

The Cell Broadcast alert system in Lviv region will be tested according to the following schedule:

  • 09.11.2026 — Drohobych district;
  • 10.11.2026 — Zolochiv and Lviv districts;
  • 11.11.2026 — Sambir district;
  • 12.11.2026 — Stryi district;
  • 13.11.2026 — Sheptytskyi and Yavoriv districts.

During the tests, a special message will be sent to mobile phones stating that a technical check of the rapid public information system is being carried out in the respective district of Lviv region, and asking residents to remain calm.

In future, this system is expected to be used for promptly alerting residents to real threats and emergencies.
