A round table was held with the participation of representatives of agro-industrial enterprises of the Lviv Region.
The organizers were the Department of Agro-Industrial Development of Lviv Oblast and the Western Interregional Department of the State Labor Service.
“The agro-industrial complex is one of the priority areas of development of the economy of our state, and the agricultural sector plays a leading role in this system. The sphere of production remains one of the most traumatic. A condition for the successful implementation of a complex of spring field works and the preservation of human potential is the creation of safe working conditions by the heads of agricultural enterprises. Today, the issue of proper formalization of labor relations is also acute, because only by formalizing labor relations with employees and paying taxes to the budget, agrarians can count on financial support from the state and regional budgets for the development of their activities,” said the director of the APR department, Tetyana Hetman.
During 2023, the work of the Ministry of Labor and Social Affairs of the Ministry of Labor and Social Affairs is consolidated on conducting information campaigns on improving the state of labor protection at enterprises, aimed at eliminating harmful and dangerous factors, preventing accidents at work, preventing industrial injuries, drafting labor relations, etc.
“In all accidents in the field of agriculture, the causes are improper control over subordinate workers, as well as the negligence of the workers themselves, with whom such cases happened. In most cases, such carelessness is connected with the lack of knowledge on labor safety, the lack of training on labor protection”, – said Andriy Vakula, deputy head of the Ministry of Labor and Social Affairs.
In addition, attention was focused on the norms of creating safe and accident-free working conditions for agricultural entities and minimizing the risks of accidents at work during spring field work, in particular, in the conditions of military (combat) actions in Ukraine.
Representatives of the State Labor Department emphasized the important aspects of the sowing campaign in the wartime period, the state and causes of industrial injuries in the agricultural sector, as well as the main requirements of the legislation on labor and occupational safety. They also talked about the risks and consequences of undeclared work.
“During the direct implementation of spring field work at enterprises of the agricultural sector, equipment must be properly operated. Business entities should pay special attention to work related to the preparation of mineral fertilizers before their introduction into the soil. Such work must be carried out with the help of mechanisms equipped with devices to reduce dust generation. Workers must use appropriate overalls, special footwear and means of individual protection of respiratory and vision organs. It is not allowed to prepare pesticide solutions directly in the field without means of mechanization”, – noted the head of the department of inspection activities in the Lviv region of the ZMU of State Labor and Employment, Vitaliya Shepega.
In addition, the representatives of the State Department of Public Security in the Lviv Region and the Lviv Regional Employment Center acted as speakers at the event. Each of them, within their competence, presented information about the labor relations of farm members, the procedure for farmers to receive payments from the budget from a single contribution, as well as about the activities of the employment center and financial support in the form of active programs implemented through such centers.
