” About 1,500 tons of humanitarian goods are sent daily from Lviv region to various cities of Ukraine ”, – Yuriy Buchko

Humanitarian cargo continues to arrive in Lviv region from abroad. Much of the cargo comes from Poland, the Czech Republic, Great Britain, the Netherlands, Germany, Austria, Slovakia and Lithuania. About 1,500 tons of humanitarian aid are sent daily across Ukraine to such cities as Kyiv, Zaporizhia, Kharkiv, Melitopol, Mariupol, and Berdychiv. The procedure for transporting humanitarian goods is as simple as possible.

This was announced by Deputy Chief of the Lviv Regional Military Administration Yuriy Buchko.

He noted that the procedure for transportation of such goods is regulated by two resolutions of the Cabinet of Ministers of Ukraine.

” The first resolution defines cargo that can be considered humanitarian, and the second provides for the transportation of goods by declarative method.
For the transportation of humanitarian goods, you only need to submit a declaration, which must indicate the recipient, sender, transport and goods moving. The form of the declaration is defined by the Appendix to the resolution of the Cabinet of Ministers of March 1, 2022 №174 in the wording of the resolution of March 09, 2022 №235.
Any non-governmental organization or volunteers who need to bring humanitarian aid to Ukraine must fill out a declaration at the border, which is an annex to the resolution, and in this case they can transport such cargo without paying duty or VAT, “said Yuri Buchko.

The Deputy Chief of Military Administration added that certain groups of goods, primarily vehicles, fuel, construction and chemical materials (the full list is defined in the Cabinet of Ministers Resolution 24224 of March 7, 2022) can be recognized as humanitarian aid only by decision of the Chairman regional military administration. When transporting them across the customs border of Ukraine, the declaration must be accompanied by a decision of the head of the regional military administration on the recognition of the transported goods as humanitarian aid.

“That is, when crossing the border, persons transporting such groups of goods must also have the decision of the head of the military administration,” – added Yuri Buchko.
