State Customs Service approves technical requirements for three customs IT systems aligned with EU standards

The State Customs Service of Ukraine has approved the technical requirements for three new IT systems designed to ensure the compatibility of Ukrainian customs with the European Union’s digital customs environment. The decision was adopted by the Commission on the Implementation and Development of Information, Communication and Digital Technologies in Customs Affairs.

These are the following national systems:

  • NECA-UA – National Export Control System;
  • NIS-UA – National Import Control System;
  • NES-UA – National Entry Control System.

These decisions are intended to ensure secure data exchange and full-scale interaction between Ukrainian customs and the administrations of EU Member States, as well as compliance with European operational and security requirements. The next step is the practical implementation of the systems once the implementing contractor has been selected.

The meeting of the Commission was attended by representatives of the Ministry of Finance of Ukraine, the EU4PFM programme and the Directorate-General of the European Commission for Taxation and Customs Union (DG TAXUD).

A great deal of joint work still lies ahead – preparing the technical specification, developing and testing the product, verifying compliance with EU requirements, and implementing it in cooperation with business. That is why it is already important to agree the logic of future processes, the division of roles and responsibilities, the key stages and milestones. This will form a single target model on which all participants will rely during the further implementation of the projects. — Oleh Nikolaichuk

The above systems are part of a list of 50 IT projects that the State Customs Service plans to implement under the updated Long-Term National Strategic Plan for Digital Development, Digital Transformations and Digitalisation, developed on the basis of the EU Multi-Annual Strategic Plan for Customs (MASP-C). More than 20 of these projects concern trans-European systems, while the remainder are national solutions for the operation of Ukrainian customs.

Approval of the technical requirements for the three IT systems is also one of the steps towards fulfilling the conditions of the Memorandum between Ukraine and the EU. To further coordinate the implementation of IT projects, the State Customs Service plans to set up working groups involving specialists from customs, the Ministry of Finance of Ukraine and EU representatives. Overall oversight of the implementation of EU-integration digital projects will be exercised by a Supervisory Board to be established by the Ministry of Finance.
