Payment of monetary support and additional remuneration is carried out from the day of capture of servicemen or hostages.
For captured servicemen, payments are kept in the amount of official salary at the last place of service, salary according to military rank, seniority allowance, other monthly additional types of permanent monetary support and other types of monetary support taking into account changes in years of service and monetary support norms, as well as additional reward in the amount of UAH 100,000. Payment of monetary support and additional compensation is made from the date of capture of servicemen or hostages, as well as internment in neutral states or disappearance, to family members of servicemen upon their application in the name of the commander (chief, head) of a military unit (institution, organization).
It should be noted that by order of the Minister of Defense of Ukraine, a clear algorithm has been provided to the military units, territorial centers of recruitment and social support for notifying the families of servicemen who are in captivity, about the order and list of documents necessary for them to receive the monetary payments due to the captured serviceman.
The following are attached to the application:
- copies of passport pages of adult family members with data on surname, first name and patronymic and registration of place of residence (stay);
- a certificate of registration of the place of residence (stay) of family members (in the absence of such information in the passport);
- a copy of the marriage certificate (if available);
- copies of children’s birth certificates (if available);
- a copy of the document certifying registration in the State Register of Individuals – Taxpayers (for persons who, due to their religious beliefs, refuse to accept the registration number of the taxpayer’s registration card and have notified the supervisory body about it and have a mark in their passport – a copy of the passport page with such a mark ).
The commander (chief, head) of the military unit (institution, organization) reviews the submitted documents within 15 days and makes a decision on the payment or refusal to pay the financial support, which is notified to the applicant in writing. In cases where a decision is made to refuse payment of financial support, the grounds for such refusal must be specified.
The decision to refuse payment of financial support in connection with the submission of incomplete documents does not deprive the applicants of the right to appeal to the commander (chief, head) of the military unit (institution, organization) again after the elimination of the reasons that became the basis for the refusal of payment .
The decision to refuse payment of financial support can be appealed in court.
