
The municipal enterprise “Komarno-Service” has informed consumers of its intention to increase the tariff for centralised water supply and wastewater services. This notification is being issued in accordance with the Procedure approved by Order No. 130 of the Ministry for Regional Development, Construction and Housing and Communal Services of Ukraine dated 5 June 2018.
At present, for all categories of consumers, the tariff for centralised water supply is set by decision No. 98 of the executive committee of Komarno City Council dated 21.05.2025, at the level of UAH 46.69 per 1 m³. The enterprise notes that due to changes in the pricing situation on the electricity market, rising labour costs and other fixed expenses, the cost price of services has increased significantly.
Komarno-Service Municipal Enterprise emphasises that, in accordance with the Laws of Ukraine “On Housing and Communal Services” and “On Drinking Water and Drinking Water Supply”, tariffs must correspond to the economically justified costs of providing these services. For this reason, the enterprise has prepared new tariff calculations in line with Resolution No. 869 of the Cabinet of Ministers of Ukraine dated 01.06.2011 “On ensuring a unified approach to the formation of tariffs for housing and communal services”.
The main reasons cited for revising the tariff are:
- an increase of 19.7% in the wholesale tariff for purchased water from the main supplier, TzOV “Energia-Teplovodoservis”, from UAH 19.65 to UAH 23.52 per 1 m³ including VAT, which has raised the enterprise’s material costs for acquiring the resource;
- a substantial rise in the cost of electricity for technological needs, as well as diesel fuel and petrol for specialist machinery;
- the need to bring tariffs into line with an economically justified level in accordance with current legislation;
- rising market prices for materials and spare parts used for the technical maintenance of the water supply network.
According to the enterprise’s calculations, the production cost of centralised water supply services amounts to UAH 3,314.85 thousand per year, or UAH 42.32 per 1 m³. The full cost, taking into account administrative, sales and other expenses, is UAH 4,117.67 thousand, which corresponds to UAH 52.57 per 1 m³.
The planned profit is set at UAH 162.37 thousand per year, or UAH 2.07 per 1 m³. The total cost of centralised water supply services, according to the calculations of Komarno-Service Municipal Enterprise, is UAH 4,280.04 thousand with a sales volume of 78.33 thousand m³.
The proposed calculated tariff for centralised water supply is UAH 54.64 per 1 m³. The enterprise notes that the tariff increase is a forced measure linked to rising costs and the need to ensure the uninterrupted operation of the water supply and wastewater systems.
