Number of comfortable buses increased on regional routes in Lviv region

The plan is to integrate the route networks of district state administrations into a single regional transport network in 2023.

In 2021, in the process of decentralization, amendments were made to transport legislation, namely Article 7 of the Law of Ukraine “On Road Transport” and relevant bylaws. Thus, district state administrations lost the status of transportation organizer.

“At the initiative of the Lviv Regional State Administration, a number of meetings were organized with the leadership of district state administrations, amalgamated territorial communities and transport companies, which developed an algorithm for transferring district routes to the regional transport network or the network of ATCs (for example, Chervonohrad, Rudkiv, Sambir and Turka city councils). Within the framework of the algorithm, in 2023 Lviv Regional State Administration held 2 tenders, including 83 objects that included former district routes,” says Stepan Rudnytskyi, Head of the Transport Division of the Road Department of Lviv Regional State Administration.

The main results of the integration of district routes into a single regional transport network include the following:

At 74 tender sites, tender winners were selected, passenger transportation contracts were signed with carriers and 133 buses were granted the right to serve the routes;
On 7 routes there were no bidders, and on 2 routes carriers were not allowed to participate in the tender due to violations of the tender conditions;

The biggest changes, including improvements, occurred in Drohobych district:

out of 74 tender objects, 28 are former routes of Drohobych RVA, to which LOBA attracted 77 buses (58% of all district routes);
7 routes changed carriers as a result of the tender, in particular, on route 147 “Drohobych Bus Station #2 – Truskavets (railway station)”, which was served by the carrier Trans-Ekipazh until 2023, the winner was TRANSITI LLC. The carrier serves the route with 15 low-floor buses, class I, ATAMAN brand, manufactured in 2020, which are adapted for the transportation of people with disabilities and the level of environmental standards Euro 5. This carrier also became a carrier on 3 more routes in Drohobych district.
34 buses (44%) are adapted for people with disabilities;
32 buses with the Euro-5 environmental standard and one Euro-4, including 18 domestic ATAMAN buses and 15 foreign buses (VAN HOOL, HEULIEZ, MAN, VDL AMBASSADOR).

Today, TRANSITI LLC has a large bus fleet of more than 400 medium and large capacity buses operating in Kyiv, Lutsk, Bila Tserkva, and Lviv region, among others:

– Bogdan A092 buses, most of which were overhauled

(replacement) of the body, 2006-2010, complying with the M3 category, class II, Euro-2 environmental standards, with a passenger capacity of 21 seats and 20 standing seats (41 total);

– Isuzu Ataman buses 2014-2016, with a low floor, adapted for the transportation of persons with disabilities and low-mobility groups, complying with category M3, class I, environmental standards Euro 4, with a passenger capacity of 19 seats and 29 seats for standing passengers (48 in total);

– Isuzu Ataman 2017-2022 low-floor buses adapted for the transportation of persons with disabilities and low-mobility groups, complying with category M3, class I, Euro 5 environmental standards, with a passenger capacity of 21 seats and 31 standing seats (52 total);

– VDL Ambassador 2008-2014, air-conditioned, low-floor buses adapted for the transportation of people with disabilities and low-mobility groups, complying with M3 category, class I, Euro 5 environmental standards, with a passenger capacity of 30 seats and 50 standing seats (80 total).

“Thanks to consistent investment activities and fundamental values, the companies are constantly updating their fleet and providing high-quality technical service and diagnostics of rolling stock. Starting from mid-2024, the company plans to resume its own production of low-floor medium and large-capacity NEST EURO-6 buses, producing 5-8 units of rolling stock per month,” said Yuriy Makarchuk, Deputy Director of TRANSITI LLC.
