
In the Lviv community, five associations of co-owners of multi-apartment buildings will receive interest-free funds for housing insulation and repairs. The relevant decisions were adopted on 7 September by the commission for financial support of the housing stock of the Lviv community.
According to Serhii Soltys, head of the department for support and development of condominium associations of the Lviv City Council, three applications from condominium associations for energy-efficient modernisation of multi-apartment buildings have been approved under the “ReFund+ Lviv” project. The total amount of interest-free financing in this area is UAH 14.5 million.
In particular, the condominium association “KAVALERIDZE 9A” will receive UAH 7.5 million for major repairs and insulation of a multi-apartment residential building. The condominium association “Khotkevycha 56” is to receive UAH 5 million for similar insulation works under Package B. The condominium association “VERNADSKOHO 12C” will receive UAH 2 million to improve the building’s energy efficiency under Package A.
In addition, the commission approved two applications from condominium associations in the Sykhiv district under the Revolving Fund of Cities programme of the “Energy Efficient Cities of Ukraine” Association for a total amount of UAH 302.5 thousand. The condominium association “Hasheka 24” will receive UAH 125 thousand for current repairs of the soft roof of a multi-apartment building, while the condominium association “Stryiska, 71B” will receive UAH 177.5 thousand for current repairs of cold water supply utility networks.
The “ReFund+ Lviv” project enables Lviv condominium associations to attract interest-free financing for energy-efficient modernisation of buildings – from repairs of utility networks and replacement of windows to comprehensive insulation of façades and roofs. The initiative combines the resources of the Revolving Fund of the “Energy Efficient Cities of Ukraine” Association and the “Energodim” programme of the Energy Efficiency Fund.
The project provides for the following financing limits: up to UAH 10 million (up to 50% of the project cost) for comprehensive thermal modernisation under Package B; up to UAH 2 million (up to 50% of the project cost) for modernisation of utility systems under Package A. After completion of the works, their verification and receipt of a grant under the “Energodim” programme, the condominium association returns the funds to the revolving fund, which makes it possible to channel them into subsequent projects.
Condominium associations registered in the Lviv community and participating in the “Energodim” programme may apply to take part in “ReFund+ Lviv”. Separately, the city provides condominium associations and housing construction cooperatives with interest-free repayable financial assistance for repairs in buildings and for improving accessibility. The decision to provide such support is taken by the municipal competition commission after consideration of the submitted document package.
