In Lviv, since January 2026, a commission has been operating to review applications from internally displaced veterans for state housing vouchers. Under this programme, the first participants have already been able to purchase their own flats.
Among them is veteran Oleksandr Shandro, who used a voucher to buy a home in Kyiv. He said that renovation work in the new flat is still ongoing, but for him the main thing is that he now has a home of his own.
“Thanks to the programme, I have already bought my own home in Kyiv. Renovation work in the flat is still ongoing, but the main thing is that I already have my own home,” said Oleksandr Shandro.
According to the city Department of Social Protection, the commission has so far reviewed more than 1,200 applications. As a result of its work, 915 positive decisions have been made on the granting of housing vouchers.
The head of the Department of Social Protection, Tetyana Kolesnyk, reminded people that applications to take part in the programme can be submitted via the Diia app. According to civil society organisations, there are already several veterans who have used vouchers and bought homes.
Support is provided in accordance with Resolution No. 1176 of the Cabinet of Ministers of Ukraine dated 22 September 2025. The programme is available to internally displaced persons who left temporarily occupied territories, are registered as IDPs and have the status of combatant or a person with a disability as a result of the war.
Each recipient is entitled to a one-off housing voucher worth UAH 2 million. The voucher is generated automatically once the commission’s decision has been approved.
The funds from the housing voucher can be used for:
- purchasing a flat or residential house;
- investing in housing construction;
- buying a plot of land together with a residential property;
- purchasing a share in the ownership of a home;
- paying the initial deposit or repaying instalments on a mortgage loan.
Veterans and other specified categories of IDPs can submit an application for a housing voucher online via the Diia app.
