In Truskavets, a review of water tariffs is requested: supervisory board to appeal to the NEURC and the State Service on Food Safety and Consumer Protection

In Truskavets, the supervisory board of LLC “Truskavets Vodokanal” has decided to initiate a review of the current tariffs for water supply and wastewater disposal. The relevant appeals are to be sent to the National Commission for State Regulation in the Spheres of Energy and Public Utilities (NEURC), as well as to the Main Department of the State Service on Food Safety and Consumer Protection in Lviv Region.

The regular meeting of the company’s supervisory board took place on 6 October. Five of the six board members, representatives of LLC “Truskavets Vodokanal”, the municipal enterprise “Truskavetsvoda” and civic activists took part in the meeting. Formally, two items were placed on the agenda: the report of the head of the water utility for the eight months of 2026 and a “Miscellaneous” section.

It was during discussion of “Miscellaneous” that one of the supervisory board members proposed applying to the NEURC and the State Service on Food Safety and Consumer Protection for a review of the correctness of the formation and calculation of tariffs for water supply and wastewater disposal services in Truskavets. At the meeting it was noted that, based on the results of inspections by these bodies in other water utilities, violations are found in nine out of ten tariffs. Preparation of the text of the appeal was entrusted to supervisory board member P. Ivanyshyn.

The deputy chair of the supervisory board, Andriy Hnidan, was given a separate task: together with the subscriber service and the technical department of the water utility, to develop measures to increase water sales and reduce the number of consumers without metering devices. This concerns both individuals and legal entities.

The report of the director of LLC “Truskavets Vodokanal”, Roman Buchkovych, was heard in a “question-and-answer” format. Three members of the supervisory board were present for this part of the meeting, and the same number voted to take the report into consideration. Despite remarks about the lack of a quorum, the decision was approved, given that the chair of the supervisory board, according to the rules stated at the meeting, has the right to two votes.

Questions to the manager concerned the company’s VAT arrears, its debt to the municipal enterprise “Drohobychvodokanal”, accrued fines and penalties, the status of the drinking water reservoir, technical conditions for water supply to the new mineral water plant, options for increasing water sales volumes and reducing losses, the work of the subscriber service, as well as the minutes of meetings of the company’s founder. At present, the sole founder of the water utility is Truskavets City Council.

The meeting was chaired by the head of the supervisory board, Volodymyr Bervetskyi, an Honoured Worker of the Service Sector of Ukraine and adviser to the Mayor of Truskavets. He stressed that the work of the supervisory board as a supervisory body should be focused on the interests of the Truskavets community, above all in matters of water supply and wastewater disposal strategy.

During the discussion, reference was also made to the September forum on water and sewerage utilities, which took place in Truskavets. Participants were additionally informed about preparations for a tariff increase in 2027 at the municipal enterprise “Drohobychvodokanal”. This decision will affect not only consumers in Drohobych, Stebnyk and the villages of the Drohobych area, but also LLC “Truskavets Vodokanal”, which purchases water from this enterprise.

Due to the rising cost of purchased water in Drohobych for the Truskavets water utility, an inevitable increase in water tariffs for residents and other consumers in Truskavets is forecast.
