The Truskavets City Council has informed internally displaced persons about the opportunity to take part in an experimental project to provide housing in rural areas. The project is being implemented in accordance with Resolution of the Cabinet of Ministers of Ukraine of 10 June 2026 No. 751 “On the implementation of an experimental project to provide internally displaced persons with housing in rural areas”.
Within this initiative, the state together with communities envisages the purchase of residential houses in villages and settlements. Such housing will be provided to internally displaced persons and members of their households for free temporary use. The purchased houses become part of the housing stock of the territorial community and do not pass into the private ownership of IDPs, and their use is formalised by a contract.
Internally displaced persons are eligible to participate if they have left territories where hostilities are ongoing or took place, or which are temporarily occupied by the russian federation, and which are included in the relevant list of territories for which no date has been set for the end of hostilities or occupation. In addition, IDPs and members of their household must meet the conditions defined by the Procedure for the implementation of the experimental project, approved by Resolution No. 751.
In particular, an IDP household must not own residential premises in territories that are not included in the list defined by the Procedure. The exception is where the available housing has been destroyed or damaged to a condition unfit for habitation, which must be confirmed by the relevant information or documents. Another condition is the absence of a decision to grant compensation for destroyed housing or of compensation already received, as well as the absence of a housing voucher for the IDP or any member of the household. Participants must also meet other property criteria provided for in the Procedure.
The Ministry of Social Policy, Family and Unity of Ukraine has additionally clarified that the presence of a housing voucher automatically makes participation in this experimental project impossible.
Priority for obtaining housing in rural areas is given, in particular, to large families, persons with disabilities and families that include a child or children with disabilities, persons from among orphans and children deprived of parental care, other categories defined by the Procedure, as well as older people.
Under the project, a residential house located in a village or settlement may be purchased. The search for housing is carried out jointly by the internally displaced person and the local self-government body. A house may be located both within the territory of the Truskavets city territorial community and outside it, subject to compliance with the requirements of Resolution No. 751.
The housing must be fit for habitation, not require major repairs or reconstruction, be connected to the electricity grid, and have central or individual heating. Before a decision on purchase is taken, the house must be inspected by a temporary commission. Based on the inspection, an act is drawn up with a conclusion on compliance with the minimum requirements for consumer quality and the possibility of use for living. These criteria are additionally confirmed in the official explanations of the Ministry of Social Policy.
Internally displaced persons who need their housing situation resolved, are ready to live in rural areas and are interested in taking part in the project are encouraged to contact the Municipal Property Department of the Truskavets City Council for an initial consultation. Here they can obtain information on the conditions for participation, the criteria applicable to IDPs and household members, the availability of priority rights, as well as a list of documents required for further consideration.
Following the initial consultation and analysis of the data provided, the Municipal Property Department provides further support for the participation of IDPs in the project. This includes, in particular, assistance in finding a specific residential house, receiving and processing the application, organising an inspection of the housing by the temporary commission, and carrying out the necessary procedures for the purchase of the house in accordance with Procedure No. 751.
If an internally displaced person has already independently found a house in a village or settlement whose owner is considering selling it under the project, this should be reported immediately when contacting the Department. Independent searches for housing options by IDPs are permitted and are in fact part of the joint work on selecting a property envisaged by the Procedure.
Owners of residential houses in the Truskavets community who are potentially ready to take part in the experimental project and sell their property for the accommodation of IDPs are invited to contact the Municipal Property Department of the Truskavets City Council at: Lviv region, Truskavets, 1 Boryslavska Street, offices No. 35, 37.
