Government keeps fixed gas price for budget institutions until the end of the heating season

By Resolution No. 1179 of 23 September 2026, the Cabinet of Ministers changed the mechanism for supplying natural gas to budget institutions and heat producers at a fixed price, while not increasing the tariff itself.

The initial draft of the document proposed that from 1 October the fixed gas price be raised from UAH 16,390 to UAH 25,875 including VAT per 1,000 cubic metres, i.e. by 58%. The All-Ukrainian Association of Communities opposed such an increase, after which these changes were not included in the final text of the resolution.

According to the adopted version, the gas price for budget institutions and heat producers remains at UAH 16,390 per 1,000 m³ including VAT. The fixed-price mechanism has been extended for the entire heating season — until 31 March 2027.

The All-Ukrainian Association of Communities notes that it supported precisely the extension of the current resolution, as this guarantees communities a stable gas supply in winter. At the same time, the organisation was categorically opposed to an increase in the cost of the resource, emphasising that the current legislation provides for compensation from the state budget only to the supplier, whereas for local budgets, budget institutions and municipal heat supply companies no such mechanism has been defined.
