
Starting September 4, 2025, Ukraine will introduce an export duty on soybeans and rapeseed seeds.
On September 2, 2025, the Law of Ukraine was signed, which amends the Tax Code and other legislative acts. This law introduces an export duty on soybeans and rapeseed seeds amounting to 10% of the goods’ customs value. Beginning January 1, 2030, the duty rate will decrease annually by 1% down to 5%.
Agricultural producers who export their own grown products are exempt from paying the duty. The legislative changes come into force the day after publication and will be applied from September 4, 2025.
Attention to declarants, the Law does not provide for the application of exemptions from paying export duties under international free trade agreements.
