The Expert Council at the Department of Education and Science of LOVA developed a number of proposals for the draft law “On Adult Education”

On January 12, 2023, at a meeting, the Verkhovna Rada of Ukraine adopted the draft Law of Ukraine “On Adult Education” in the first reading.

The draft law is extremely relevant and expected in society, as it for the first time normalizes and systematizes relations in the adult education system at the legislative level, ensures the development of this component of education in the medium-term perspective; is European integration.

The expert council at the Department of Education and Science of the Lviv Oblast reviewed the draft law and put forward a number of proposals for changes and amendments to the document. The director of the department Oleg Paska told about this today at a briefing in the Lviv Regional Military Administration.

The changes proposed by the Expert Council can be conditionally divided into three parts:

changes related to the language of instruction;
changes related to terminology;
changes that concern technical issues.

If we talk about the language of teaching, the draft law often contains words of foreign origin, such as “portfolio”, “provider”, etc. After consultations with broadcasters, the Expert Council proposes to replace these words with “further” and “service provider”, respectively.

An important addition proposed by the Expert Council is the addition of the fifth part of Article 4, which provides citizens of other countries with the status of Ukrainians abroad, an equal right to adult education along with citizens of Ukraine.

“We did not have a law on adult education, this whole area was not regulated in our country. Therefore, it is very good that such a draft law has been developed.

I would like to remind you that in the west of Ukraine, especially in the Lviv region, there was a good experience of adult education, when a century ago the network of “Prosvita” societies was actively developing in our country and there was a newspaper called “Narodnya sprava” in which the best practices of growing crops were disseminated. livestock care, how to properly conduct agriculture. This is precisely what gave rise to cooperatives and a powerful cooperative movement.

It is very good that the parliament has now taken up to regulate this area. This will give the state the opportunity to expand and stimulate certain directions in adult education, which are needed for the development of the economy,” Oleg Paska concluded.
