In the general secondary education institutions of the Velykyi Liubin settlement council, hot meals for pupils have not yet been launched, although from 1 September 2026 they were to be provided for schoolchildren in Years 1–11.
The requirement to organise free hot meals is stipulated by Resolution of the Cabinet of Ministers of Ukraine of 1 July 2026 No. 869 “Certain issues of providing a subvention from the state budget to local budgets to ensure meals for pupils of general secondary education institutions in 2026”.
However, the procurement procedure for services to organise pupils’ meals was challenged, as a result of which the procurement has been temporarily suspended. This has made it impossible to start providing hot meals from 1 September 2026.
The Velykyi Liubin settlement council notes that once the procurement procedure has been completed and all the necessary organisational issues have been resolved, pupils’ meals will be arranged as soon as possible. The specific date for the start of providing meals for schoolchildren will be announced separately.
