A video appeared on social networks in which residents of the village of Verkhnia Yablunka clashed with the director of the local school.
Director of the Department of Education and Science of the Lviv Oblast Oleg Paska noted that earlier the department recommended to the education department of the Boryna Territorial Community, which is the founder of the school, the form of an order for the dismissal of the director, and appealed to the branch of the State Education Quality Service in the Lviv Region to conduct an institutional audit at the school. However, the appeal of the department was not taken into account.
In view of the situation that has arisen, the department once again appeals to the State Service for the Quality of Education in the Lviv region regarding the conduct of an institutional audit and to the Boryn community – regarding the holding of a session to hear the report from the director.
“With the beginning of the armed aggression of the Russian Federation against Ukraine, the conflict in this school intensified due to the fact that the director of the school publicly supported one of the religious organizations based in Moscow. Parents don’t like it very much. In addition, it is, of course, a violation of the law on education, which provides for the separation of the school and the church. Wounded defenders began to arrive, there were tragic situations in this village related to the war, and people’s emotions rightly increased.
This school director previously worked as the deputy head of the administration under President Yanukovych.
Last year, the Department of Education visited this school to appeal to residents. We saw a terrible picture: with broken shop windows, for example, stands dedicated to Oleg Olzhych, who at one time got married in this village, we saw a dining room in a terrible condition and many other things. All this was the reason and basis for the fact that we advised the form of the order for the dismissal of the school principal to the local department of education. Unfortunately, the education department of the Boryna Territorial Community considered other grounds for dismissal and the order was completely different and had a different form than the one recommended by the LOVA Department of Education and Science. This is, of course, the right of the founder of the school, but as a result, this principal won the case in court.
Now people’s emotions went in a new circle. I believe that the reason for this is that the local education department and the local community as a founder are not responding properly to everything that is happening.
Therefore, the Department of Education and Science of LOVA makes a great request to the Boryna Territorial Community to gather for a session and listen to the report of this director. There is every reason to make a decision to dismiss him from his job as a result of the report and to announce the next transparent and open competition.
In addition, we are once again publicly appealing to the State Education Quality Service in the Lviv region to finally conduct an institutional audit in this institution out of turn. After our trip to the school, we immediately had a conversation with the head of the Service. Unfortunately, there is no information on whether an audit was conducted or whether the school was included in the audit plan,” Oleg Paska said.
He also added that the department does not have the authority to dismiss the director or suspend him from work – according to the changes in the legislation that took place several years ago, only the founder of the school, which is the Boryn Territorial Community, can do this.
