In Lviv, the deadline for submitting documents from candidates to the supervisory boards of vocational education institutions has been extended. Applications are being accepted until 15:30 on 18 September, and the competition has been announced for 14 vocational education institutions in the city.
As explained by Bohdan Ivanus, Head of the Vocational Education Division of the Department of Education and Culture of Lviv City Council, the establishment of supervisory boards is envisaged by the new Law of Ukraine “On Vocational Education”. These bodies are intended to become an effective tool for managing institutions and to strengthen cooperation between vocational education and business.
The supervisory boards will be composed on a parity basis of representatives of business and of the founder or the body authorised by the founder. For institutions whose founder is the Ministry of Education and Science of Ukraine and whose powers have been delegated to Lviv City Council, a 50/50 quota is envisaged.
“The supervisory board will have many powers: from taking part in the selection of the head of a vocational education institution to approving financial plans, procurement, monitoring the fulfilment of KPIs and financial indicators, participating in the development of curricula, and so on. In turn, they now fall within the institution’s governance structure – that is what makes them distinctive and important,” notes Bohdan Ivanus.
The set of documents required to take part in the competition and the eligibility criteria for candidates have been published in separate announcements for each of the 14 vocational education institutions. Once the submission period has ended, the selection panel will review the applications received and prepare recommendations on candidates, while the personal composition of the supervisory boards will be approved by a session of Lviv City Council.
The term of office of the established supervisory boards will be four years. Board members will work on a voluntary basis, without remuneration. Once their composition has been approved, they will independently elect a chair and determine the format and mode of work.
