Since the beginning of the year, 37 lifts for people with disabilities have been installed in residential buildings in Lviv. By the end of 2026, the city plans to install almost the same number of such devices again.
Lifts and ramps are being installed in buildings where people with disabilities who use wheelchairs live, as well as people with disabilities with visual impairments in Group 1.
Lviv’s Deputy Mayor for Accessibility Iryna Maruniak reported that, as of now, 52% of the annual plan for installing lifts has been implemented. According to her, the work is being carried out under the “Programme to ensure the accessibility of residential premises for persons with disabilities using wheelchairs and persons with disabilities with visual impairments in Group 1”.

Overall, in 2026, subject to approval by the accessibility committee, Lviv plans to:
- install 19 ramps;
- install 71 lifts;
- replace 6 lifts;
- install 3 battery-powered transporters.
All this is envisaged by the “Programme to ensure the accessibility of residential premises for persons with disabilities using wheelchairs and persons with disabilities with visual impairments in Group 1” for 2026.
Last year, 38 lifts and 51 ramps were installed in the Lviv community. They were installed both in residential buildings on barrier-free routes and in educational, cultural and medical institutions.
How to take part in the Programme
To make use of the programme, residents must submit an application to an Administrative Services Centre (TsNAP) or to their district administration. A prerequisite is having officially confirmed disability status and registration at the building where it is planned to install a ramp or lift.
After an application is submitted, a monitoring group from the district administration inspects the building. If there is technical feasibility to install a ramp or lift, the address is submitted for approval to the accessibility committee. The approved sites are then added as an annex to the Programme, for which an appropriate council resolution is prepared.
The district administrations of Lviv act as contracting authorities for the installation of ramps. The installation of lifts, battery-powered transporters and lift repairs is carried out by the municipal utility enterprise “Lvivsvitlo”.
