
More than 2 million veterans and over 4.6 million internally displaced persons are officially registered in Ukraine. Many of them, including in Sheptytskyi, frequently need to contact local self-government bodies regarding social support, housing or financial assistance. To reduce the need for in-person visits to the city council or Administrative Services Centre (CNAP), the community has introduced a range of online services.
In 2024, the Sheptytskyi City Council, with the support of the EU Anti-Corruption Initiative in Ukraine (EUACI), launched the “Electronic Reception” service. The platform enables residents and forcibly displaced persons to contact the city council, municipal enterprises and councillors remotely. In 2026, the functionality of the e-reception was expanded with the addition of six administrative services that can be accessed online.
Through the e-reception, users can obtain archival copies and extracts from decisions of the Chervonohrad and Sosnivka city councils, the Hirnytska settlement council and their executive committees. Such documents are needed when the originals have been lost or damaged, or when state authorities require official confirmation of past facts, for example to formalise property rights to real estate or land, to accept an inheritance, and so on.
It is also possible to order online archival certificates, copies and extracts of a social and legal nature concerning employment history, wages, and the establishment, liquidation, reorganisation or renaming of institutions. These documents are usually required to confirm length of service, calculate pensions, or protect social and labour rights when primary documents are missing or damaged.
The service can also be used to submit applications for registration of citizens on the housing waiting list with the executive committee of the Sheptytskyi City Council. This applies to individuals and families who are entitled to improved housing conditions: those living in unsuitable accommodation or dormitories, those without their own home, or those who belong to categories with priority or extraordinary rights to housing. A separate option allows users to obtain a certificate confirming that they are on the housing waiting list, which is needed to take part in housing programmes or obtain concessional loans, compensation, or service or social housing.
In addition, the e-reception makes it possible to apply for a one-off cash payment for the least well-off residents and those who find themselves in difficult life circumstances and are unable to cover necessary expenses on their own. A separate service provides a one-off cash payment to participants of the Anti-Terrorist Operation (ATO) / Joint Forces Operation (JFO), ATO volunteer fighters, those injured during the Revolution of Dignity, as well as to male and female defenders of Ukraine during the period of military aggression by the Russian Federation. The amount of this payment is equal to the subsistence minimum set as at 1 January of the relevant year.
To submit an application online, a user logs into the e-reception web portal and completes identification via BankID, Diia.Signature or a qualified electronic signature. They then need to select the required service, fill in the electronic form and attach scanned copies of the necessary documents according to the list, after which the request is sent.
The application is automatically registered in the system, which minimises the human factor and the risk of losing paper documents. The information is forwarded to the relevant department of the city council or subordinate institution, and the applicant can track the processing status online. The official response and completed documents are sent to the user’s electronic account or to the specified email address.
The Sheptytskyi City Council continues to develop the e-reception in cooperation with the European Union Anti-Corruption Initiative in Ukraine (EUACI), expanding the range of services for veterans, internally displaced persons and other community residents.
