The Kamyanka-Buzka City Council plans to order the construction of a new sports complex for UAH 117.3 million and has already published an announcement of its intention to conclude an agreement with the Lviv LLC “Climate Technologies and System Automation”.
At the same time, the cost of individual materials and equipment that will be used during work differs significantly from market prices.
According to the Prozorro system, at the beginning of June, the Kamianka-Buzka City Council announced the holding of open tenders to find a contractor for the construction of a new sports complex at the address of the street. Nezalezhnosti, 53a. Only “Climate Technologies and System Automation” LLC took part in the auction, with which the city council decided to conclude an agreement worth UAH 117.3 million.
The construction of a new sports complex intended for playing futsal, volleyball, basketball, handball and other team games is planned to be completed by the end of next year. Mobile collapsible tribunes will be installed in the premises, equipment for various sports can also be changed at will.

For example, two-component elastic waterproofing mastic Ceresit CP 43 XPRESS is a fairly common product in construction stores. The cost of this mastic in the estimate of Climate Technologies and System Automation LLC is UAH 442.8/kg, excluding delivery. Instead, it can be bought for 244.2 – 332.9 UAH/kg in free sale. Thus, only on this position, the customer – Kamianka-Buzka City Council – will overpay from UAH 1.02 million to UAH 1.78 million.
What is the argument for the construction of a sports complex in Kamianko-Buzka city council
The idea of building a sports complex arose long before the war. This is noted in the city council.
Since for years the parents of children studying in ZZSO No. 3 have appealed to solve the problem of the lack of a full-fledged gym for sports. The sports hall in school No. 3, measuring 11.3*5.8 m, does not meet the established norms for educational institutions and significantly reduces the ability of children to realize their abilities.
In addition, a children’s youth sports school is actively developing in Kamianka – Buzkii, the graduates of which are often selected for the main team of the “Halychanka” handball team – multiple winners of the Super Cup. Since the city of Kamianka-Buzka does not have a sports hall of standard dimensions of 20*40 m, the community cannot properly prepare athletes for regional and all-Ukrainian competitions and cannot host such competitions.
The construction of the sports complex is designed to meet the needs of community residents in several areas:
– during school hours, the sports hall will be used by students of the third school;
– during extracurricular hours, the athletes of the State University of Secondary Education will train;
– amateur athletes, community residents will be able to use the sports complex, which is free from training for schoolchildren and athletes;
– to popularize sports in the community, interregional competitions in game sports (handball, mini-football, basketball, volleyball, tennis) will be held, which, among other things, can bring income that will be directed to its maintenance.
In 2021, deputies of the city council at the specialized commissions and sessions approved the allocation of funds for the development of the PCD and the passing of state expertise for the construction of a sports complex in the city of Kamyanka-Buzka.
In 2022, in connection with the full-scale invasion of the Russian Federation into Ukraine, no further actions were taken to implement the project.
As part of the Comprehensive Program for the Development of Physical Culture and Sports of the Lviv Region for 2021-2025, in 2023, UAH 30 million is provided for the construction of sports complexes in the region. Part of the funds will be financed from the local budget. In 2024, the following amount will be allocated from the regional budget for the completion of construction. Communities from Lviv Oblast participated in the competitive selection for the allocation of funds within the framework of the regional program, but the Lviv Regional State Administration gave preference to the Kamianka-Buzka community due to the availability of a PCD and an expert report, the logistical convenience and expediency of such construction.
The Kamianka-Buzka City Council does not determine the prices for materials for construction, they are calculated by the project organization, and the project itself has passed a state examination. Only one company submitted its proposal for the construction of the complex at the Prozorro auction. At first glance, the prices of materials for some positions are higher than market prices, but when drawing up an estimate, the project organization takes official prices from manufacturers, taking into account all taxes and fees that have accrued at that moment. In addition, there are prices for certain materials in the estimate that are lower than the current market prices, since world prices for materials often fluctuate. Technical supervision was ordered for the construction project, and the contracting organization undertook to confirm the cost of the purchased materials with invoices, that is, at the official prices at which it itself purchased these materials or equipment.
