On November 4, the executive committee of the LMR made a decision “On the approval of the Program for partial compensation of the cost of the purchase of electric generators to meet the needs of co-owners of apartment buildings of the Lviv City Territorial Community during the preparation of the heating season of 2022-2023.”
As Oleksandr Odinets, director of the Department of Housing and Infrastructure of the LMR emphasizes, due to Russia’s military aggression and damage to Ukraine’s energy system, this Program is necessary and timely. Condominiums, management companies, providers of housing services, as well as Lviv housing complexes can take part in the program.
“Due to the fact that the enemy has damaged about 40% of the entire energy system of Ukraine, emergency and hourly power outages or its absence at all may occur, there is a need to provide the residents of the building with electricity. We already have some condominiums that independently purchased generators and used them in work when there were problems with power supply.
We understand that it is difficult for many houses to buy a generator, so in order to ease the financial burden on their budgets and help purchase alternative sources of electricity, we are implementing this Program in Lviv.
The program provides compensation for the cost of purchasing power generators in multi-apartment buildings with 3 or more floors. The amount of compensation cannot exceed 50% of the cost of the generator, but no more than UAH 30,000. There are requirements for the electric generator – its nominal power must be from 3 kW.
I want to emphasize that the presence of an electric generator allows to ensure the functioning of indoor systems, including the heating system, in the absence of electricity. In particular, it can be used to power ITP or pumping stations or other devices important for the functioning of a residential building,” Oleksandr Odinets explains.
In order to become a participant in the Program, the residents together with the building’s balance keeper – this is a condominium, management companies, housing service providers, as well as housing associations – must first pay for the purchase of an electric generator through a bank. Next, in order to receive compensation, a package of documents is submitted for consideration by the commission through Tsnap or the electronic application service:
application of the established model for partial compensation of the purchase price of the electric generator;
copies of payment documents (original documents that confirm the fact of receiving the electric generator and making payment for the provided goods);
copies of documents indicating the technical characteristics and serial number of the electric generator (or other factory marking);
a copy of the extract from the Unified State Register of Legal Entities and Individual Entrepreneurs of the legal entity that provides maintenance of the house;
a document confirming the legal entity’s authority to manage joint property (a copy of the contract or an extract from the protocol).
Then, the commission created for this purpose considers the application, forms and approves the list of participants who meet the requirements of the Program, and sends the protocol to the main managers of funds – district administrations. The district administration is preparing a consolidated list of all participants of the Program and is preparing a draft order on the distribution of partial compensation for the purchase of an electric generator.
“Last session, we all unanimously supported the Program for preparing the city for the heating season in emergency mode. And all our steps that we took yesterday, today, tomorrow are clearly aimed at helping residents get through this heating season as much as possible. Recent missile strikes have shown that all critical infrastructure facilities are targets of the enemy. Therefore, our task is to make impossible things possible and to help each other as much as possible”, – emphasized Lviv Mayor Andriy Sadovy.
The mayor proposed that the Program for partial compensation of the cost of purchasing electric generators to meet the needs of co-owners of apartment buildings of the Lviv City Territorial Community during the preparation of the heating season of 2022-2023 should operate during the period of martial law in the state.
Therefore, starting next week, residents can apply to the National Center for Social Security and Apply for participation in the Program. It is assumed that the procedure for considering the application and making a decision will last up to 10 days.
