Lviv approves public investment priorities for 2027–2029

The executive committee of the Lviv City Council has approved a medium-term plan for priority public investments in the Lviv community for 2027–2029. The indicative maximum amount of funding for this period is almost UAH 3.95 billion.

The document sets out which areas of development will be prioritised when preparing and financing investment projects over the three-year period. The plan covers 13 sectors and 28 subsectors — from transport and municipal infrastructure to education, healthcare, social services and public safety.

The largest indicative volume of investment is earmarked for municipal infrastructure and services — around UAH 1.79 billion. Approximately UAH 718 million is planned for transport and related infrastructure, UAH 447 million for healthcare, UAH 359 million for education and science, and more than UAH 260 million for energy.

Key priorities include the development and modernisation of public transport and the road network, the renewal of heating, water supply and wastewater systems, the protection of critical infrastructure, and the development of the energy sector and housing stock. Separate investment is envisaged in educational and medical infrastructure, the creation of barrier-free spaces, the expansion of digital services, as well as support for culture, social services, public safety, sport and youth policy.

“It is important for us to move from ad hoc planning to a systematic approach to the city’s development. This plan provides a shared vision of where the community should be heading in the coming years and helps us make decisions that take into account Lviv’s long-term needs. At the same time, the plan itself is not the end point, but a basis for further work: preparing high-quality projects, seeking funding and assessing their impact on the community. Our task is to ensure that every investment has a clear purpose and delivers tangible results for residents,” said Inna Svystun, Director of the Department of Economic Development.

The plan was drawn up in line with the Lviv community’s Development Strategy and aligned with national priorities, in particular with Ukraine’s Plan under the Ukraine Facility programme. Having such a document is a mandatory condition for including community projects in the Unified Project Portfolio and for subsequently attracting funding.

It is based on three strategic development goals for the community: “Victory”, “Resilience” and “Future”. When implementing investment projects, the principles of energy efficiency, digitalisation, climate change adaptation, gender equality and accessibility must be taken into account.

The indicative maximum volume of public investment by year is as follows: in 2027 — UAH 1.66 billion, in 2028 — UAH 513.7 million, in 2029 — UAH 1.78 billion. In total, this amounts to almost UAH 3.95 billion.

The implementation of investment projects is planned to be carried out using the DREAM digital ecosystem, which is intended to ensure transparency of processes and prevent the financing of initiatives that do not comply with the approved strategic priorities of the Lviv community.
