The Lviv City Council has announced it is ready to take into municipal ownership the dormitory at 5 Studenstska Street in Dublyany so that residents can privatise their rooms. More than 40 families live in the building and have been unable for decades to formalise their homes as private property because the dormitory belongs to the state.
The building in question is a brick multi-storey dormitory with an area of over 3,700 m², which is on the books of the Lviv National Environmental Management University and is owned by the Ministry of Education and Science of Ukraine. Since Dublyany became part of the Lviv community, residents have repeatedly appealed to the City Council, asking it to take the building into community ownership.
City Hall reported that it has already adopted a decision agreeing to take the dormitory into municipal ownership and has repeatedly sent the relevant requests to the Ministry of Education and Science of Ukraine regarding the transfer of the building to the territorial community of Lviv. However, according to the City Council, previous requests have so far brought no result.
The Director of the Department of Education and Culture of the Lviv City Council, City Councillor Andriy Zakalyuk, stressed that the city supports the dormitory residents and is awaiting action from the responsible ministry.
“We fully support the residents and have already taken the necessary steps. The city has officially agreed to take the dormitory into municipal ownership and has repeatedly appealed to the Ministry of Education and Science of Ukraine with a request to transfer the building to the community. Unfortunately, these appeals have not yet produced any result. Therefore, we ask the Ministry to assist in resolving this issue and instruct the responsible departments and the university management to start the procedure of separating the dormitory from the single property complex as a separate real estate asset for the subsequent transfer of the building to the city” — Andriy Zakalyuk
The Mayor of Lviv, Andriy Sadovyi, emphasised that this is about protecting the housing rights of people who have lived in this building all their lives, and whose parents lived there before them. According to him, the City Council has a duty to help the dormitory residents in Dublyany gain the opportunity to privatise their homes.
