In Lviv region, control over boarding institutions is being strengthened.
Today, on February 10, at an extraordinary session of the Lviv Regional Council, deputies addressed the issue of children’s rights compliance in institutional care facilities and the progress of the deinstitutionalization reform. The impetus was violations discovered in 2024, particularly at the Velykolyubin Educational and Rehabilitation Center. A criminal investigation has been opened based on recorded instances of alleged violence.
The regional council approved an action plan, which includes: strengthening control and regular inspections; installing video surveillance in boarding institutions; establishing a special \”hotline\” for reporting violations; transitioning to family-based care forms.
It is also recommended to accelerate the transformation of these institutions and expand the network of family-type children’s homes and foster families.
