In Lviv region, 13 social care institutions transformed into municipal non-profit companies

The Lviv Regional Council has adopted a decision to reorganise 13 municipal social care institutions into municipal non-profit companies. The decision was taken on 20 October at a plenary session of the Regional Council in order to comply with the requirements of the Law of Ukraine “On Social Services”, which obliges providers of social services to change their organisational and legal form.

The reorganisation concerns the following institutions: Velyki Mosty, Lviv and Pidbuzh geriatric care homes; Hrushkiv, Leshkiv, Monastyrok, Pidkamin, Popovychi, Sozan and Sudova Vyshnia psychoneurological care homes; Khodoriv psychoneurological care home; Bukiv and Rozdil children’s residential care homes.

During consideration of the issue, it was stressed that changing the organisational and legal form does not mean the closure of the institutions or a reduction in the provision of social services. The newly established municipal non-profit companies will become the legal successors to all property and non-property rights and obligations of these institutions, and their residents will continue to receive the necessary care and support.

The Lviv Regional Council notes that the transformation is intended to provide the institutions with greater managerial and financial autonomy, enable them to attract additional sources of funding, participate in state programmes, international technical assistance projects and grant competitions, as well as to increase the efficiency of the use of budget funds.

A similar approach has already been applied in the reform of the region’s medical institutions, which were transformed into municipal non-profit enterprises to operate under the new funding arrangements. The current decision also provides for competitive selection processes for the positions of heads of all 13 newly established municipal non-profit companies.
