As of February 1, 2026, the ranking of territorial communities of the Lviv region has been updated. According to kozytskyy.maksym.official, the top ten leading communities in the region are as follows:

The evaluation is based on 50 indicators grouped into 7 key blocks: finances, security, local tax administration, digitalization, economy, regional and spatial development, and social sphere. This allows for a comprehensive view of the community’s capacity.
The methodology for calculating four indicators has been revised. Specifically, the amount of local tax debt is now calculated per debtor. During the assessment of urban planning documentation, detailed territory plans are considered. The number of youth centers is correlated with the number of young people aged 14–35. The state of implementation of barrier-free routes is determined by the actual progress of work.
Eight new indicators reflecting management quality and sensitivity to challenges have been added to the ranking. Among them are: the share of preschool education institutions with shelters, fire safety index, provision with urban planning documentation, development of land management projects, the share of the population with centralized waste collection, level of energy consumption monitoring, status of applications under the “eRestoration” program, and the number of foster families.
The ranking has been supplemented with current demographic data, taking into account the population of the region and the number of internally displaced persons in the communities.
