
On LvivskaODA, it was reported about the updated ranking of territorial communities of the Lviv region as of February 1, 2026. This was announced by the head of the region Maksym Kozytskyi.
The top ten leading communities in the region are as follows:
- Pidberiztsi
- Lviv
- Pustomyty
- Kulykiv
- Sheptytska
- Dobrotvir
- Novyi Rozdil
- Stryi
- Novoyarychiv
- Horodok
The assessment is based on 50 indicators grouped into 7 key blocks: finance, security, local tax administration, digitalization, economy, regional and spatial development, social sphere. This approach allows for a comprehensive view of the community’s capacity.
“We have revised the calculation methodology for four indicators: the amount of debt on local taxes and fees is now calculated per debtor, without monthly dynamics; during the evaluation of the inclusion of urban planning documentation in the Urban Planning Cadastre, we additionally consider detailed territory plans; the number of youth centers is correlated with the number of young people aged 14–35, rather than the total population; the state of implementation of the barrier-free route ‘Movement without Barriers’ is determined by the actual progress of work – the ratio of planned and implemented kilometers and infrastructure objects,” said the head of the Lviv Regional State Administration.
Eight new indicators have been added to the ranking, reflecting the quality of management and responsiveness to current challenges, including:
- The share of preschool education institutions equipped with shelters
- Fire safety index of communities
- Provision of urban planning documentation
- Development of land management projects for establishing community boundaries
- The share of the population covered by centralized solid waste collection
- The level of coverage of objects by energy consumption monitoring
- The state of application review under the ‘eRecovery’ program
- The number of patronage families
