Lviv has approved a procedure for identifying and moving abandoned and neglected vehicles on the territory of the community. The relevant resolution was approved today, 17 October, at the plenary session.
According to Lviv Mayor Andriy Sadovyi, the issue of abandoned cars on the streets is a safety issue. “We are living in a time of war and we do not know what may be in these cars. So now it is a matter of safety,” said Mayor Andriy Sadovyi.
Oleh Zabarylo, Head of the Department of Urban Mobility and Street Infrastructure at Lviv City Council, noted that these are abandoned cars that disrupt the landscaping and it is difficult to identify their owners. Therefore, the removal of such cars from public space will increase the level of safety and comfort for residents.
The official noted that first of all, the city will conduct an inventory of all abandoned and neglected vehicles. This will be done by employees of district administrations. And then they will launch a mechanism to find and inform the owners. Thus, from the moment such a car is detected, the owner will have 30 days to pick it up. In particular, a sticker with the relevant warning will be placed on the car. If the machine is not removed after a second inspection of the territory, it may be moved. The decision will be made by a specially created commission. Its members include employees of the Department of Urban Mobility and Street Infrastructure, Lvivelectrotrans, and, by agreement, deputies, police and customs officials.
“After the inventory is completed, a mechanism will be launched to find and inform the owners to move their vehicles on their own. If the violation is not eliminated within a certain period, the commission will collectively decide to move the vehicle to the storage sites at the disposal of the police,” said Oleg Zabarylo.
Such cars will be stored at impound lots for up to 6 months. If the owner does not come forward during this time, the police have the right to sell the car. If the owner does not come forward within three years, the proceeds will be transferred to the community, minus the amount spent on storage and sale of the car.
