Lviv community allows residents to pave and asphalt unsealed roads at their own expense

The Lviv community has expanded the scope of the Programme for the maintenance and repair of unsealed public roads. The relevant amendments were approved by councillors on 30 July during a session of Lviv City Council.

From now on, within the framework of the Programme, such roads can not only be graded and topped up, but also given a hard surface — paving blocks or asphalt. A mandatory condition is that residents of the respective settlements within the Lviv municipal territorial community provide the necessary materials.

Last year, for the first time in many years, villages and townships in the Lviv MTC began systematically tackling dangerous unsealed public roads. Because of the large number of potholes on certain sections, public transport, including the special ‘Shkolyaryk’ school buses that took children to school, refused to operate those routes.

The Office for Agglomeration and Community Development, together with the district administrations, developed a Programme for the maintenance of unsealed roads. Under this Programme, around 50 of the most problematic streets in the community’s settlements were repaired: at least one, and in some cases several streets in each village or township. The works included grading, topping up with crushed stone, and cleaning drainage ditches, pipes, drains and stormwater inlets.

The Programme also provided for co-financing, which made it possible to restore more than another two dozen internal roads. At that time, residents of certain settlements proposed, together with the district administrations, to pave parts of some streets with paving blocks.

According to Iryna Kruhlova, Deputy Director of the Office for Agglomeration and Community Development, these proposals were precisely what prompted the document to be updated. She noted that the Office had prepared additions to the Programme, which were supported by Lviv City Council councillors at the last session.
