In Lviv, 39 displaced people to receive housing vouchers worth 2 million UAH

In Lviv, a further 39 internally displaced persons have been approved to receive housing vouchers totalling 2 million UAH. The relevant decision was taken at a meeting of the executive committee of Lviv City Council.

Last week, the specialist commission considered 53 applications from IDPs who had previously lived in temporarily occupied territories and submitted documents for assistance to resolve their housing needs. Following the review, 39 applications were approved and 14 were rejected due to inaccurate information being identified.

In total, the commission has already processed 1,263 applications from internally displaced persons. Of these, 954 people have received assistance, while 309 applications were declined owing to the unreliability of the information provided. Since 1 December, 1,308 applications for housing vouchers have been submitted via the Diia portal, and the social protection department is currently processing a further 45 requests.

A housing voucher of up to 2 million UAH may be granted, in particular, to internally displaced persons, combatants and people with disabilities as a result of the war. The funds received may be used for:

  • the purchase of residential property;
  • the purchase of a plot of land on which a residential property is located;
  • payment of the initial deposit or repayment of a mortgage loan instalment.

A number of restrictions apply to recipients of this assistance. A housing voucher cannot be used by persons subject to sanctions under the Law of Ukraine “On Sanctions”, nor by those who have a criminal conviction for offences against the national security of Ukraine or against peace, human security and international law and order.

Applicants and their family members also lose the right to assistance if they already own residential property (with the exception of homes purchased with a mortgage under loans that have not yet been repaid), have received monetary compensation for adequate housing, have been provided with permanent housing by state authorities while registered as IDPs, or have submitted an application for compensation for destroyed housing and/or already have a decision granting such compensation.

It is also prohibited to use voucher funds to purchase housing in areas of active hostilities or in territories temporarily occupied by the Russian Federation from the list approved by the Ministry for Development, for which no end date for hostilities or occupation has been set.

Verification of whether applicants own residential property is carried out on the basis of information from the State Register of Proprietary Rights to Immovable Property.
