New public transport fares to be discussed in Lviv on May 22

On Thursday, May 22, 2025, Lviv will host a public discussion of the draft decision by the city executive committee to revise fares for public transport — including buses, trams, and trolleybuses. The event will begin at 5:00 PM at the First Lviv Mediatheque (2a Mulyarska St.). Prior registration is required to attend.

Earlier, in March, the Lviv Regional Association of Motor Carriers requested that the City Council increase transportation fares. They cited decreased passenger traffic, a drop in the average fare per trip, and rising operational costs, including fuel, maintenance, and fleet renewal.

However, after analyzing costs, the Lviv City Economic Development Department confirmed the need for tariff adjustments but disagreed with the carriers’ proposed increase. Carriers had suggested fares should exceed 30 UAH per trip.

According to the draft resolution, the proposed new fares are as follows:

  • 20 UAH — payment by bank card;

  • 17 UAH — payment via general LeoCard;

  • 8.5 UAH — for students with LeoCard;

  • 25 UAH — cash fare (unchanged);

  • 400 UAH — fine for fare evasion or unvalidated tickets.

Following the public consultations, the city’s executive committee will finalize the fare adjustments. Meanwhile, transport operators are required to maintain and improve service quality and continue fleet modernization.

Currently, 31 categories of beneficiaries — including people with Group I–II disabilities, combat veterans, and school students — travel for free on public transport in Lviv with a personalized LeoCard.

Notably, public transport fares have already increased in other Ukrainian cities such as Vinnytsia, Dnipro, and Odesa.

Until December 2023, the bus fare in Lviv was 15 UAH. Since the launch of the e-ticket system, LeoCard users have paid a reduced fare of 13 UAH — a rate that remained unchanged for over 18 months. Additionally, passengers using LeoCard can transfer between any bus, tram, or trolleybus within 40 minutes at no extra cost.
