Lviv to tighten controls on entry to the pedestrian zone in the city centre

In the central part of Lviv, controls on entry to the pedestrian zone are being tightened, as there has been an increase in cases of private cars using it for through transit across an area designated for pedestrians. This causes inconvenience to residents and tourists and poses a potential threat to people’s safety.

This concerns the pedestrian zone bounded by Svobody Avenue, I. Pidkova Square, Teatralna Street, Knyaz Yaroslav Osmomysl Square, Krakivska Street, S. Havryshkevych Street, Danylo Halytskyi Square, Pidvalna Street, Valova Street and A. Mitskevych Square. Entry here is permitted only for specified categories of vehicles holding a permit; however, through traffic and the use of this zone to bypass traffic jams are prohibited for all vehicles, even those with valid permits.

LKP “Municipal Guard” notes that entry to the pedestrian zone is monitored by CCTV cameras that record the routes taken by vehicles. Since the beginning of 2026, permits have been temporarily suspended for 88 drivers for using the pedestrian zone for transit or to bypass traffic jams, and a further four have had their permits fully revoked for repeated violations.

The enterprise stresses that enforcement of the entry rules will continue to be strengthened, as the restrictions have been introduced to create a safe and comfortable space for pedestrians and to preserve the historic environment of the city centre.

Only certain categories of vehicles are allowed to enter the pedestrian zone. Category “A” includes cars belonging to residents of this area, drivers and passengers with disabilities, people temporarily staying in hotels in the central part of the city, as well as clergy of churches within the zone. Category “B” covers specialised vehicles of municipal enterprises and attraction-tourist vehicles that have received the relevant approvals. Category “V” includes vehicles serving residents, businesses and institutions located within the pedestrian zone.

For one-off or temporary entry, LKP “Ratusha-service” may issue written permits — in particular for servicing events, carrying out works or in other exceptional cases for residents and business entities.

Without obtaining a permit, the following may enter the pedestrian zone: trams, emergency service vehicles, emergency vehicles of municipal enterprises, bank cash-in-transit vehicles, vehicles for the removal of solid household waste and other specialised services whose activities are related to ensuring the functioning of the city.
