In Lviv, the “Programme to ensure the accessibility of residential premises for persons with disabilities who use wheelchairs and persons with Group I visual disabilities” has been supplemented with new addresses. This concerns residential buildings where people who use wheelchairs or have visual disabilities live, and for whom ramps, lifts and other accessibility elements will be installed at the expense of the city budget.
According to Lviv Deputy Mayor for Accessibility, Iryna Maruniak, the programme is in high demand among residents, as it delivers real change in buildings. In 2026 alone, 37 lifts for people with disabilities have already been installed under it. Initially, for this year, with the agreement of the Accessibility Committee, it was planned to equip 19 ramps, 71 lifts, replace 6 lifts, and install 3 battery-powered transporters and 1 backup power source. Following the approved amendments, the list has been expanded: it now provides for 29 ramps, 101 lifts and the replacement of 9 lifts.
“The programme is popular among residents, as they can see that it is working, that funding is being allocated to it, and that the necessary accessibility elements – ramps, lifts, lift replacements – are being installed in buildings,” explained Iryna Maruniak.
The City Council notes that during the year the list of sites is traditionally supplemented with new addresses. At present a further 17 new applications from residents are already being processed, so further amendments to the programme are expected in the near future. In this way, the city is gradually expanding the list of buildings where it is necessary to ensure barrier-free access to housing.
To become a participant in the programme, people with disabilities must apply to an Administrative Service Centre (CNAP) or to their district administration. Mandatory conditions are: having a confirmed disability and registration in the building where the ramp or lift is planned to be installed. After the application is submitted, a monitoring group from the district administration inspects the building and, if it is technically feasible, forwards the address to the Accessibility Committee for approval.
The list of residential premises approved by the committee is included in the annex to the city programme by a separate decision of the Council session. The contracting authorities for works on installing ramps are the district administrations, while the installation of lifts, battery-powered transporters, and the repair and replacement of lifts is carried out by LKP “Lvivsvitlo”.
Last year, within the Lviv community, as part of creating barrier-free routes, 38 lifts and 51 ramps were installed in residential buildings, as well as in educational, cultural and medical institutions. In 2026, the work will continue according to the updated list, which provides for the installation of accessibility elements at 134 addresses in Lviv and Vynnyky.
In particular, ramps will be installed at the entrances of buildings on the following streets:
- Halytskyi and Zaliznychnyi districts: 28/136 Krymska St; 7/307 Vahonna St; 97-B/17 Liubinska St; 65/15 Povitriana St; 94 Povitriana St (entrance 1); 30/22 S. Petliury St; 90/12 Shyroka St;
- Lychakivskyi district: 7-A/60 J. Washington St;
- Sykhivskyi district: 18/23 V. Vernadskoho St; 21/119 M. Drahana St; 36-A/4 Zubrivska St; 27/5 Zubrivska St; 8/127 I. Kavaleridze St; 15/6, 24 Osvytska St; 71-B/22 Stryiska St; 99/193 Stryiska St; 1/38 K. Trylovskoho St; 22/33 K. Trylovskoho St; 123/9 Chervonoi Kalyny Ave; 22-A/43 Ya. Yaroslavenka St;
- Frankivskyi district: 14/164 Volodymyra Velykoho St; 63/370 Volodymyra Velykoho St; 69/10 Kniahyni Olhy St; 112/75 Naukova St;

Under the updated list, 101 lifts for people with disabilities will also be installed in 2026. They will appear in multi-storey residential buildings on dozens of streets in Lviv, in particular on B. Antonenka-Davydovycha St, B. Khmelnytskoho St, V. Vernadskoho St, I. Vyhovskoho St, I. Mykolaichuka St, V. Chukarina St, Volodymyra Velykoho St, Horodotska St, J. Washington St, I. Velychkovskoho St, I. Kavaleridze St, K. Levytskoho St, Kniahyni Olhy St, Krymska St, Kulparkivska St, Lysenytska St, Liubinska St, S. Lytvynenka St, Sorochynska St, Marka Vovchka St, M. Drahana St, Morozna St, Morshynska St, Naukova St, Orlyna St, Osvytska St, Pasichna St, Pid Holoskom St, P. Pancha St, Pryrodna St, Pluhova St, Povitriana St, Rodyny Krushelnytskykh St, S. Petliury St, Sykhivska St, Stryiska St, Khutorivka St, Chyhyrynska St, P. Shafaryka St, T. Shevchenka St, Shyroka St, Yu. Lypy St, H. Hrabianky St, Ya. Yaroslavenka St, V. Chornovola Ave, Chervonoi Kalyny Ave, as well as at 6/2 Kalynova St in the city of Vynnyky. Two lifts are planned to be installed at certain addresses.
A separate part of the programme concerns the modernisation of the lift infrastructure. In 2026, the replacement of 9 lifts is planned in buildings on B. Antonenka-Davydovycha St, Vahonna St, I. Velychkovskoho St, Volodymyra Velykoho St, Hetmana I. Mazepy St, I. Kavaleridze St, Liubinska St, V. Symonenka St and Pasichna St. In addition, at 100-K Kniahyni Olhy St, a backup power source is planned to be installed to ensure the safe operation of the lift during power outages.
In addition, the city will fund the purchase of battery-powered transporters for wheelchairs – special devices that help people who cannot independently use ordinary stairs to overcome staircases. Such transporters will be purchased for residents of buildings at 12/8 B. Hrinchenka St, 24/25 Kleparivska St and 7/3 V. Shchurata St. The implementing authority for this part of the programme is the Social Protection Office of the Department for Humanitarian Policy.
The Lviv City Council stresses that the implementation of the programme enables people with disabilities to use their own homes more safely and independently, and also improves access to the city's social infrastructure.
