In Lviv, fines are demanded for delaying the construction of the plant

The client of the construction of the waste processing plant in Lviv demands the payment of fines due to project delays. As reported by the Lviv City Council, the total amount of fines due to the overdue submission of design and estimate documentation and the delivery of the plant amounts to almost 3 million euros. Their contractor must pay the city since the plant is still not built.

This was reported by the director of LKP “Green City” Oleksandr Yehorov during a session of the Lviv City Council. According to him, all deadlines set by the contract with the Polish contractor Control Process have already been exhausted. The works, which were supposed to be completed by 2025, are still not done.

The contractor has not completed the design, has not installed all the equipment, and has not performed the construction work. According to the contract, fines of 1,901 euros per day are provided for the delay in design and 27,394 euros per day for the delay in execution of works. As of February 26, 2026, these amounts are 698,991.87 euros and 2,273,752.63 euros, respectively.

Yehorov noted that the contractor is not taking proper steps to complete the construction, but instead is actively sending letters to various organizations, trying to stop the revocation of guarantees and the imposition of fines. Moreover, the company hired a private mediator who made a decision in their favor, which the city is contesting in arbitration proceedings.

The city has already paid the contractor 29 million euros, of which 10 million were paid by the bank for equipment. LKP “Green City” has no outstanding debts. It should be noted that the contractor explained the delays by air alarms, but according to emergency services, there were only two such days.
