In Lviv, mobile administrative service centres have been operating since 30 July near the destroyed residential buildings on Patona Street and Vyhovskoho Street. Over three days of work — Thursday, Friday and Saturday — specialists provided residents with 792 consultations and accepted 49 compensation applications: 37 applications concerned reimbursement of rental costs for housing, and a further 12 related to compensation for damaged windows and front doors. The mobile Administrative Service Centres will continue to operate at the following locations: 25 Patona Street and 79 Vyhovskoho Street.
At these centres, residents whose flats were damaged as a result of the missile attack on 30 July can receive clarification on the procedure for granting compensation and immediately submit the necessary documents. If people have lost their documents, staff at the centre help them to have these reissued.
On 30 July the city provided free temporary accommodation to 35 residents of the buildings at 25 Patona Street and 77 Vyhovskoho Street who had been left without homes. Of these, 27 people were accommodated in five hotels in Lviv together with their pets — two cats and a dog. A further 8 people were given shelter at the Centre for Internally Displaced Persons on Ternopilska Street. The next day, 31 July, a family with 14 cats was housed in the modular town on Puliuya Street.
The city is providing financial assistance to residents whose flats were damaged by the missile strike: it is reimbursing the cost of shattered windows and damaged front doors, and is also partially covering the cost of renting temporary accommodation.
The amounts of payments are as follows:
- compensation for one shattered window — 15,000 UAH;
- compensation for damaged front doors — 20,000 UAH;
- compensation for rent for residents of one-room flats — 12,000 UAH;
- for residents of two-room flats — 15,000 UAH;
- for residents of three-room and larger flats — 17,000 UAH.
If a person who lived in a one-room flat decides to rent a two- or three-room dwelling, the city will pay them compensation of 12,000 UAH, and they will cover the remaining rental cost themselves.
To receive compensation for the replacement of windows or front doors, an application must be submitted to the Administrative Service Centre together with:
- a copy of a Ukrainian citizen's passport or a passport with a contactless electronic chip, together with the original certificate of registered place of residence (stay);
- a copy of the taxpayer's registration card number;
- information about the bank account and its details;
- a copy of the document confirming ownership of the damaged residential premises;
- an act of visual inspection of damage caused by the missile strike, drawn up by the managing company, condominium association (OSBB), housing construction cooperative (ZhBK) or another authorised organisation;
- copies of documents confirming actual restoration costs (till receipts, invoices, etc.).
To receive financial assistance for renting accommodation, residents must submit an application to the Administrative Service Centre along with the following documents:
- a copy of their passport;
- a copy of the certificate assigning an identification number;
- information about the bank account and its details;
- a copy of the document confirming ownership of the flat, a copy of the occupancy order or a copy of the order amending the residential tenancy agreement;
- for persons registered in the flat but who are not its owners — an act confirming permanent residence, drawn up by the building manager (condominium association, housing construction cooperative, private or municipal managing company).
On the basis of the submitted documents, the executive committee of Lviv City Council adopts a decision on granting financial assistance for temporary accommodation for the period of resettlement. All payments are made exclusively to card accounts.
On 30 July, Lviv came under missile attack. The worst affected were two residential buildings on Patona Street and Vyhovskoho Street. In total, more than 20 residential buildings were damaged, as well as a school, a nursery and a library. One person was killed. The city has stated that it will fully rebuild housing for those residents who have lost their homes, and until reconstruction is complete it will reimburse the cost of renting temporary accommodation.
