In Lviv, they are completing the preparation of the concession pilot project (the main type of public-private partnership) for the construction of an underground parking lot on Ye.Petrushevich Square. The preparation of the technical and economic justification of the project has been completed. And today the Executive Committee approved the Conclusion on the expediency of its implementation.
Therefore, as explained by the head of the legal department, Helena Payonkevich, the relevant resolution will be submitted for consideration by the city council session, and then the project will be implemented under the terms of the concession agreement.
According to Andriy Pavliv, head of the investment and projects department of the Economic Development Department of the LMR, the architectural concept of the project involves the construction by the investor of an underground one-level parking lot with an area of 3,017.39 square meters, which will be located in the upper part of the square. The area itself will be preserved and even increased due to the elimination of the above-ground parking lot, which is currently located there. He also noted that, taking into account the existing challenges, the parking lot will perform the function of a protective structure of civil protection (shelter) in case of missile threats. Therefore, the preparation of the project was continued during martial law.
“The total cost of the project is UAH 150 million. The number of parking spaces that will be equipped is 100, and 20 of them will be equipped with chargers for electric cars. If the resolution is supported by the deputies, the preparation of the concession tender will begin to attract an investor (concessionaire). And the direct implementation of the project can begin next year,” Andriy Pavliv said.
He also explained that the investor will receive income from user fees for parking, as well as for the provision of electric vehicle charging services. State and city financial participation is not expected. The plot of land and the parking structure will remain in the ownership of the community. The investor receives them for the right of use.
