
From 1 July 2026, the Centres for Administrative Services in Lviv will temporarily suspend advance appointments and the acceptance of documents for some administrative services that require work with Unified and State Registers. The restrictions are linked to the change of name of the department that includes the ASCs in its structure, and the need to update access to state information systems, the Lviv City Council reported.
Residents who booked an appointment before 1 July will be received on the scheduled day and time without any changes. The ASCs will continue to operate and provide advice on all administrative services.
Without any changes, the ASCs will continue to provide, in particular, the following services:
- registration and change of place of residence and obtaining an extract on place of residence;
- registration of agricultural machinery;
- pasting a photo into a passport at the ages of 25 and 45;
- placing on the housing waiting list;
- privatisation of the state housing stock;
- issuing and extending licences in the field of educational activities;
- privatisation of land plots and other services that do not require access to state registers.
The temporary restrictions will apply to services in the following areas:
- state registration of real estate and business;
- registration of civil status acts (DRATs services);
- issuing passport documents;
- construction activities;
- services for internally displaced persons;
- registration and re-registration of vehicles, exchange of driving licence;
- the comprehensive service “eMalyatko”;
- granting state benefits to families with children (birth grant, childcare up to one year of age, antenatal payments, the “eYasla” service);
- other services that require access to state registers.
At present, these services can be obtained from the relevant state institutions. In particular, registration of birth, marriage, divorce, change of name, as well as the issuing of certificates and their duplicates, is carried out by DRATs offices. Some services, including “eMalyatko”, are available online via the “Diia” portal and app.
Registration and re-registration of vehicles and exchange of driving licence are carried out by the service centres of the Ministry of Internal Affairs. Passport documents are issued by the units of the State Migration Service of Ukraine in Lviv Region. Certificates for internally displaced persons are issued by the social protection departments of the population of the city of Lviv.
State benefits for families with children, in particular the birth grant, childcare benefit up to one year of age, antenatal payments, the “eYasla” service and certain payments for IDPs, are granted by the citizen service departments of the Pension Fund of Ukraine in Lviv. For state registration of business and real estate, it is recommended to use the electronic services of “Diia”.
The City Council notes that priority will be given to restoring access to the State Register of Proprietary Rights to Real Estate and the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organisations. This is expected to happen within a few days.
